2. State License: Required for medium-sized food businesses with an annual turnover between Rs. 12 lakh and Rs. 20 crore. This includes small to medium-sized manufacturers, storage units, transporters, retailers, marketers, distributors, etc.

3. Central License: Necessary for large food businesses with an annual turnover exceeding Rs. 20 crore. This category includes large manufacturers, operators in the Central Government agencies, importers, and operators in airports and seaports.
